August 6th, 2019 ELVN Meeting Minutes

The meeting was called to order by President Mike Zink at 7:00 p.m.

46th Ward Update – Alderman James Cappleman

  • Gay Pride Parade/OEMC recap meeting was held on 7/25/19. Audience members suggested that crosswalk signs be larger and more prominent, have more tow trucks on hand, and better training for parade marshalls in the future.

  • Define the Drive will be holding two (2) open meetings in the neighborhood in August. The first meeting is August 12, 2019 at Temple Sholom. The second meeting is August 13, 2019 at St. Joseph’s Hospital. For more information please refer to the Alderman’s website.

  • City Club Development is planning a new building directly east and in front of the New York Condominium Building at 3660 N. Lake Shore Drive. The developer is meeting with New York Condo owners regarding the plans, however, the Alderman reports that the proposed building is within the current zoning for the site. They will have to go through the Planned Development process with the City.

  • There is a demolition permit on the building immediately west of Byron’s Hot Dogs on Irving Park Road. The Alderman indicated that he does not know what is planned for this site.

Cubs Update

  • MLB and the Cubs have posted the post season game schedule on the website.

  • There is a concert on Gallagher Way on Friday night. Go to for more information

  • The Camry lot will be closed to the public until August 19, 2019 for repairs and resurfacing.

  • The neighborhood Clean Up will be meeting on Sunday, August 11, 2019 at 10:00 a.m. at Wilton and Waveland Avenues to pick up garbage in the neighborhood. All are welcome to pitch in.

Treasurer’s Report

  • Aileen Tien reported that we have approximately $36,000.00 in the bank. Recent expenditures were $1,000.00 for rental fee of the Oak Leaves Arch in Kelly Park and $472.00 for a mailbox rental at the UPS Store.

  • Aileen suggested that we conduct a survey and seek input from the community regarding what worthy causes and organizations to donate some of our funds to.

New/Old Business

  • Adam Silverstein, with Garfield Beverage Warehouse returned to ELVN at Alderman Cappleman’s request to address some concerns that members of the community have raised since our last meeting. We wrote letter of support for Garfield to move into a long vacant retail space next to Windy City Gyros on Broadway. A few residents have expressed concern about another retail liquor store moving into the area. They expressed their belief that the neighborhood is saturated with liquor stores and would like to see some other kind of retail use occupy the space. Aileen Tien said that she spoke with her neighbors in her building and noted that they were supportive of a liquor store in that space. Aileen noted that the space has been vacant for a very long time and it is time that it was occupied.


  • Patrick Nagle stated that Oktoberfest is September 29, 2019 at Murphy’s. Tickets are $30.00, in advance.

Open House/Happy Hour

  • ELVN will be hosting an Open House/ Happy Hour at F. O’Mahonys, 3701 N. Broadway on August 27, 2019 at 5:30 p.m.

Green Team

  • The Green Team is working on having a mural installed on the south facing wall of Wrigleyville North Bar.

  • There is now some outdoor furniture in place in the small, fenced- in park at Racine and Clark Streets. It was suggested that ELVN may donate funds to complete landscaping improvements to this park.

Lakeview East Chamber of Commerce Update

  • Maureen Martino reports that a few residents within the boundaries of the now defunct belmont Harbor Neighbors Association are exploring re-forming the Associastion.

  • Lakeview Festival of the Arts will be held on September 13 and 14, 2019. This will be the 15th anniversary of the Fesstival and anyone who wishes to volunteer for the show should contact Maureen.


Lake Shore Drive

North LSD “Redefine the Drive” Study

The Illinois Department of Transportation and the Chicago Department of Transportation are actively engaged in the North Lake Shore Drive Phase I (Preliminary Plans) Study to improve Lake Shore Drive from Grand Avenue to Hollywood Avenue. Details of the ongoing Task Force study can be found on the North Lake Shore Drive REDEFINE THE DRIVE website.

Two Community Meetings (August 12th and 13th) will be held in Lake View to review the proposed improvements between Diversey Parkway and Irving Park Road and receive your input. The meetings will feature identical formats and content, but they will be held in two locations to provide more opportunities for community members to provide feedback. During these meetings, exhibits will be on display and project team members will be present to discuss the project and answer questions.

As a reminder, the proposed improvements for North Lake Shore Drive between Diversey and Irving Park include:

  • A SB LSD entrance and a NB LSD exit ramp at Addison Street. (This would involve NB LSD traffic going under LSD to go west on Addison.)
  • The elimination of Recreation Drive and the parking now on Recreation Drive
  • Creation of a parking “lot” with approximately 80 diagonal parking spaces along the east side of inner LSD between Grace and Addison, This is west of LSD.
  • Creation of a parking “lot” with approximately 80 diagonal parking spaces along the east side of inner LSD between Grace and Addison, This is west of LSD.
  • Creation of a tunnel at Briar Place for vehicles to cross under LSD and provide access to Belmont Harbor and Harbor parking. Access to the Briar Place tunnel would be from Belmont.

The Task Force and the 44th Ward has received significant Community comments as to what is proposed for the LSD-Belmont area.  Accordingly, the project team will lead an in-depth review of the Belmont Avenue area.
